中国区无法通过公网访问ALB问题

我创建了一个ALB，并且把子域名关联到AWS account上，DNS设置全部正确也verified了，但是无法通过公网访问到ALB，请问是什么原因呢？我有几个aws account，创建了一个ALB，并且把子域名关联到AWS account上，DNS设置全部正确也verified了，但是无法通过公网访问到ALB，我也通过SSH检测内部网络并没有任何问题，但是通过端口80/443时报错ERR TIME OUT，ping也不管用。其他的账号时相同的配置都没有问题，只是CN区的会出现无法通过外网访问ALB的情况，请问这是为什么呢？

在中国区，没有备案的话，80/443/8080端口不可公网访问。
