The two products available under O365 that have QMTH rights are Windows 10 and Microsoft Office Pro Plus. The other products included in the O365 suite are hosted by Microsoft only and cannot be reassigned. QMTH rights allow authorized QMTH service providers to deliver these products in shared tenant environments (assuming customers have O365 subscriptions that include these products). AWS is not an authorized QMTH provider.
Windows 10 licenses obtained through O365 can only be deployed on dedicated end customer on prem environments or with an authorized QMTH hoster (AWS is not authorized).

Microsoft Office Pro Plus licenses obtained through O365 can be deployed on dedicated AWS environments. However, once assigned, the license cannot move for 90 days (with the exception of hardware failure) which could present challenges on dedicated instances (EC2 and Workspaces). Dedicated hosts do not present this challenge assuming the customer keeps the same host in place for 90 days or more. It is up to the customer to decide what level of risk they are willing to take with regards to reassignment rules.
