I need to disable feature gates [PersistentVolumeLastPhaseTransitionTime](https://kubernetes.io/blog/2023/10/23/persistent-volume-last-phase-transition-time/) on a EKS cluster v1.29, but I didn't find a way to do it.
That feature-gate should be disabled on `kube-controller-manager` and `kube-apiserver` components.

Can you help me please?
