Problem creating Cognito user pool with optional MFA without SMS option

When I create a Cognito user pool with MFA configured as optional and TOTP as the only option for MFA (i.e., SMS option not selected), I receive the following error at the final step of creating the user pool. It says that selecting SMS is required, which, again, appears as optional in that section of the user pool configuration screens. It looks like I am able to add MFA with TOTP to the user pool after creation. So, this seems like a mistaken validation within user pool creation.

I don't see any designated place to post this seeming bug report, so I'm posting it here.
