TooManyRequest in Scratchpad

Trying to just test my access and parameters in Scratchpad before moving over to build the functionality into my website, but I get the TooManyRequest error no matter what I do. If executing the PA API with an ItemCount = 1, I don't understand how it could throw that error. Any ideas where I should perhaps look to debug?

Also, I reached out to the PA API team (whatever they are called, I forget) and they just gave me a canned answer that if too many calls are made, it will throw this error. I'm making 1 call for 1 item in Scratchpad so not sure how that could be an issue?
