Hi,
Is the specific user different from other users? Resetting the password in the directory should be possible as well but the user likely does not have a mailbox in WorkMail if its not shown in the WorkMail console.

Unfortunately I was incorrect, the user doesn't show up in the global address list in the workmail web app.
