If you limited IAM user and there is no IAM user/role to change the policy back, you should try to use root account. When you create new AWS Account, you registered email address. You can log in with the email address as root and the root has all permission you need.
Once you change the IAM policy using root account, you should logout root account and then try to log in with IAM user.

Do you have access to the account root user? If yes, you can adjust the permissions.
