Why is my AWS WAF service cost $0 despite having created ACLs and rules?

I have been taking a look at my AWS Billing Bills page (current month) and don't understand the WAF service part. I see in the docs that the price per Web ACL is $5.00 per month (prorated hourly). There is also a price per rule created, $1.00 per month (prorated hourly). However, when I check my AWS Billing Bills page, I see that despite having created ACLs and rules the cost of the current month for these service is $0. When I check the details I see: "$0 per web ACL created (Shield Protected)", "$0 per rule created (Shield Protected)". Why is that? The price per million requests is correct ($0.60 per million requests processed). Might the reason be that the month has not finished, and if I check the billing page in October I will se the correct prices? Thanks!

Do you have AWS Shield Advanced?

Shield Advanced subscription includes certain AWS WAF usage for Shield 
protected resources at no additional cost. This includes the monthly fees for 
Web ACL and Rules as well as request fees for Web ACLs with default limits. 
All other WAF features such as Intelligent Threat Mitigation (e.g., Bot and 
Fraud Control) or request fees for Web ACLs with WCUs greater than the 
default will still incur WAF charges.
