I found it in the CLI Reference manual and it said this:
--aqua-configuration-status (string)
This parameter is retired. It does not set the AQUA configuration status. Amazon Redshift automatically determines whether to use AQUA (Advanced Query Accelerator).

Very strange that the entire feature line has been removed from all docs even if it is 'automatically managed'. A more plausible explanation is that AWS has withdrawn the feature line and not told anyone unless they were already using it (in which case I suppose its left on).

Very odd that all the documentation has been deleted. We have a workload that when we tested AQUA earlier in the year was massively improved by its use. However there appears to be no way to enable this now that it is 'managed'. Do you know how we get this enabled?
