The Save and Deploy does not even start, I get the 'We are unable to process your request. Please reach out to your support representative.' as soon as I click 'Save and Deploy'. I wonder is it an account setup issue ? I have check that the region is correct.

Click to the step that is marked as fail, in the logs you will see details about your current errors in the code. Commonly that Amplify can't find your file, because of when you push code to Github, .gitignore file prevent it to include the necessary files.

I am facing the same issue with save option: Houston, there's a problem We are unable to process your request. Please reach out to your support representative.
Creating new app also throwing Houston error. Please share the details, if the issue has been resolved
