If all settings are correct and EC2 is running, you can try using the Session Manager service "https://docs.aws.amazon.com/systems-manager/latest/userguide/session-manager-getting-started.html “, with Session Manager, you can manage EC2 instances. Use an interactive browser-based shell or the AWS Command Line Interface (AWS CLI). What is the status of your EC2, is it Running or Stopped/Terminated?
Also I guess you meant HTTP instead of HTML?
Do you have console access to the account that has the EC2 instance you are working with? If so, EC2 Console may be an option.
