I'm getting the codepipeline error: Cannot have more than 3 builds in queue for the account but there are no build currently running, what's going on?

    I understand the usage limits, but I don't have any builds running so I don't understand why that limit is being hit at all.

    My account was over 2 years old, which is why this was so strange. I ended up contacting support and requesting an increase and that seemed to have resolved the issue.
