Why is there no new UI interface for AWS EC2 Launch an instance？

From your description, it seems that you are unable to find the new launch instance wizard for US East and West Regions.

Please allow me to convey that the new UI experience is available in all AWS Regions except AWS GovCloud (US) Region and AWS China Regions. Customers can choose to revert back to the old experience, or switch between the two experiences.

To launch an instance using the new launch instance wizard, turn on the “New EC2 Experience” toggle button in the upper left corner in EC2 console follow the below AWS documentation [+] https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ec2-launch-instance-wizard.html

Yet in case you are unable to find the new launch instance wizard, you can provide Feedback by clicking on the Feedback option present at the bottom left of the EC2 console or open a support case with AWS using the following link https://console.aws.amazon.com/support/home#/case/create
