I rebooted, ran curl "https://awscli.amazonaws.com/awscli-exe-linux-x86_64.zip" -o "awscliv2.zip" unzip awscliv2.zip sudo ./aws/install
and pip install awscli --upgrade --user commands. It worked this time.
