Request to enable Anthropic (Claude) model access in Amazon Bedrock

Hello AWS Team,

I am the root user of AWS account in region us-east-1.
I’m trying to use Anthropic (Claude) models via Amazon Bedrock, but the models show `"modelAccessStatus": null` when listing foundation models, and invoking them returns the following error:

> ValidationException: Operation not allowed

Additionally, the “Submit use-case” option no longer appears in the Bedrock console.

**Intended use:**
- Learning and experimentation with AWS Bedrock APIs for educational and development testing (non-commercial)
- No sensitive or private data will be used
- Audience: personal/internal learning only

How to enable access to the Anthropic Claude models (such as `anthropic.claude-3-5-sonnet-20241022-v2:0`) for my account.

This issue typically occurs when AWS Marketplace permissions have not been enabled for the account. Please ensure that Marketplace access is turned on under Billing → Marketplace settings, and that your IAM or root user has permission to subscribe to third-party models.

Once Marketplace permissions are enabled, Anthropic (Claude) models in Bedrock should display a valid modelAccessStatus and allow invocation.
