ステータスにエラーが出ていたため reboot を試みましたが、 改善されなかったため、 stop/start を行うべく stop したところ、 stopping のままとなりました。 強制停止してもstopping のままです。

障害が原因だったようです。 stopになってました。 startして問題なく動いてます。
