ECS Rolling Deployment Kills Tasks before ALB Deregistration

During our rolling deployment, I'm finding that ECS always stops an existing task before issuing the command to deregister it from the ALB. As a result we tend to get small bursts of 502s from the ALB during deployments. Did some behavior change recently? This doesn't seem to align w/ what the documentation would suggest.
