Trying to create an Alexa skill, but I can't create logs in CloudWatch and it is asking me to check my IAM, but I get denied of access to IAM page as an administrator.

I am trying to create basic Alexa skills. I have an error and I can't tell what the error message is because I don't have permission to create LogGroup and it is asking me to update IAM. So, I went to IAM to find that I have no permission to see or update any IAM policy. I tried to upgrade my account from a Free account to a Developer account and I get denied access to any account or billing pages as an Administrator to my account. I am stuck in a loop. What did I miss?
