The storage is used for storing your data in the database on. gp3 and gp2 supports volume sizes from 20GB-64TB. So what you currently run is the minimum. Worth noting is also that you can grow storage on your RDS instances without downtime, but you cant shrink it. To go down in size you would have to create a new database and migrate the data over to it.

The free tier gives you 20GB of storage and 20GB of backups. "AWS Free Tier includes 750hrs of Amazon Relational Database Service (RDS) in a db.t2.micro, db.t3.micro, and db.t4g.micro Instances, 20GB of Storage, and 20GB for Backups each month, for one year."
