CodeCommitでリポジトリを作成しようとしても、下記エラーが表示され作成できません。

CodeCommit を使用して、承認ルールテンプレートを作成し、プルリクエストを発行し、承認操作を実施したいのですが、
「早送りマージ」ボタンがグレーアウトされ、押せない状態となっていました。
仕方がないので、「スカッシュしてマージ」より、マージ操作を行いました。
