I receive a "service is unavailable" error when I try to modify my Amazon Elastic Block Store (Amazon EBS) volume.
Resolution
When you modify an EBS volume, you might receive the following error:
"The service is unavailable. Please try again shortly."
This error occurs because an operational activity is happening on the systems that host your EBS volume. The operational activity doesn't affect your volume performance or availability. The volume can serve read or write requests during the operational activity, but you can't modify the volume.
To determine when Amazon EBS is available again, check the AWS Health Dashboard for a notification. After Amazon EBS is available, you can modify your volume.
If you must modify your EBS volume before the operational activity completes, then you can copy your current volume to a new volume. Or, create a new volume from an existing snapshot or a new snapshot.
Note: You can copy only encrypted volumes.
