As Amazon RDS Oracle currently supports BYOL, customers do not need to open support ticket install supported features. but whether customer be able to use it or not depends on their BYOL and additional options, packs they purchased from oracle.
Other features like Oracle Application Express, Oracle Enterprise Manager etc. needs to enabled through Options Groups.
