Bedrock Claude Model Access Request Failure

Question

Hi, 
During posting model access in bedrock model service I encountered this error message:

- Claude 3 Sonnet - This offer is not available to accept in this country, or it is not targeted to the caller account
- Claude 3 Haiku - This offer is not available to accept in this country, or it is not targeted to the caller account
- Claude - This offer is not available to accept in this country, or it is not targeted to the caller account
- Claude Instant - This offer is not available to accept in this country, or it is not targeted to the caller account

I tried to solve it with this post (https://repost.aws/zh-Hans/questions/QU62QniWonSP6nOngx_XHrrg/amazon-bedrock-claude-2-can-t-be-used). These procedures do not work:
 - I use root account.
 - The region is us-east-1.
 - I tried to request access for other models (e.g. Titan Embeddings G1 - Text, Llama 2 Chat 70B) and the access request returned successfully.
 - Retry does not work.

Is there any idea why it happens?

Hello.

Is your AWS account contracted in China?  
I did a little research and it seems that Claude etc. cannot be used in China.  
Therefore, Claude may not be enabled even through Amazon Bedrock.

This could be an issue with your AWS account, so I recommend opening a case with AWS Support under "Account and billing".
