Please refer to the following documentation for setting up Amazon Athena to query cost and usage reports stored in Amazon S3.

If the AWS Cost and Usage Reports were not enabled for the prior years and you would like to backfill this historical data, you can open an AWS Support case for this data. I believe you can request as far back as 2015.
