Partner Solution Deployment for CI/CD pipeline for .NET Applications on AWS Fargate Fails to Deploy with Default Settings

Hello, I'm following the instructions on this Quick Start Deployment Guide, but I receive an error when the template tries to create an S3 bucket. The error logged in CloudFormation is "Create_Failed" with a reason of "Forbidden (Service: Amazon S3; Status Code: 403; Error Code: 403 Forbidden". This is happening for both AWS Free Tier and AWS Pay-as-you-go accounts.
