Check to see if the security group rules allow traffic from port 22. Timeout issues are usually a result of security group rules.

Hi,
I suggest trying to first reach you instance with Instance Connect: see https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/connect-linux-inst-eic.html
You can use this guidance to troubleshoot: https://repost.aws/knowledge-center/ec2-instance-connect-troubleshooting
When it works with IC, you will probably have solved your current putty issue with same fix.
