EC2 ubuntu refused to connect

I have an react app hosted on EC2 instance ubuntu /apache2. About 3 days ago while working on git and pushing some changes it started displaying refused to connect.

1. When i access using mywebsite.com it displays refused to connect.

2. If i access using www.mywebsite.com i got the Ubuntu default page.
3. I looked for solution and replaced with index.html from my site (id did not work , and now i have created a new html indicating site under construction
4. Also, In Ec2 console :Public IPv4 address --> Open address its the same behavior I tried the following Restarting apaceh2 , Checking the 000-default.conf , disabling firewall, using all the commands / solutions specified in many websites.
   Security groups : inbound and outbound are configured correctly. This being a generic question, i will be able to provide more details if required can this be resolved ?
