I'm getting exactly the same behavior trying to upgrade AWS RDS MySQL to AWS RDS Aurora Cluster. I've tried all possible version combinations so far. That's what I got:

As you can see, the newest possible version of Aurora is only compatible with MySQL up to version 8.0.26. Let's now have a look at AWS RDS MySQL versions list that Amazon provides.

So the earliest version of AWS RDS MySQL (8xx) that Amazon provides is 8.0.28 which is obviously higher than 8.0.26. The oldest MySQL 8 version available is still greater than most recent Aurora version. I might be mistaken but it seems that that's might be the issue.
I don't remember any difficulties switching from RDS MySQL to Aurora Cluster before, but right now (June 8 2023) for some unknown reason it's seems to be impossible to upgrade until AWS engineers fix it.
Please, answer here if I'm wrong and you find a solution.
