Elastic IP is not within the scope of free tier.
EC2 is in scope of free tier, up to a monthly limit of 750 hours of t2.micro (or t3.micro depending on the region).
When an elastic IP is the only elastic IP associated with a running EC2 instance there is no charge. If it is attached to a non-running instance, or not attached to any instance or interface, it is chargeable https://repost.aws/knowledge-center/elastic-ip-charges
did i blow up the only chance that i have to use free EIP ???
An EIP is free if its use is in accordance with the four bullet points at the top of https://repost.aws/knowledge-center/elastic-ip-charges

but i re-ran it after knowing that i was being charged and still getting charged...
Where do you see that you're still being charged? If the EIP is attached to a running instance, and is the only EIP that is attached to that instance, then you won't be charged for it.
You will still be charged for the instance itself, unless your account and the instance type are in scope of free tier.
