ValidationException "operation not allowed" in Bedrock Playground + unable to submit Anthropic use case form — Case 178912205500427 unresolved after 3 days

0

I'm trying to get access to Anthropic Claude models on Amazon Bedrock and I'm blocked at two related points:

Bedrock Playground error: When I try to invoke any model in the Bedrock console Playground, I get a ValidationException: operation not allowed error.

Use case form blocked: When I try to submit the required Anthropic use case details (first-time use / FTU) form to request model access, I get: "Your account is not authorized to perform this action. Please create a support case."

I've already opened a support case for this issue — Case ID: 178912205500427 — submitted 3 days ago, and haven't received a resolution yet.

What I've already checked: IAM permissions look correct for Bedrock actions (bedrock:InvokeModel, etc.) Billing is active and in good standing Bedrock service health shows no ongoing issues in my region

My setup: Account type: Individual/independent developer Region: us-east-1

Given this appears to be an account-level authorization restriction (likely tied to first-time/unverified account access to third-party foundation models) rather than an IAM or configuration issue, I'd appreciate help either:

Escalating my existing support case, or Getting guidance on what additional verification/action is needed to clear this restriction.

Thanks in advance for any help.

The issues you're experiencing with Amazon Bedrock access are related to model access permissions, which need to be granted before you can use foundation models in Bedrock. Here's what you need to know:

Before you can use any foundation model in Amazon Bedrock, you must request access to it through the AWS console. This is a required step for all users, regardless of IAM permissions. The ValidationException you're seeing in the Playground is expected behavior when model access hasn't been granted yet.

To request model access, navigate to the Amazon Bedrock console, go to the Model access section in the left navigation pane, and select the models you want to use. For most models, access is granted immediately. However, some models require you to submit a use case form with additional information about how you plan to use the model.

If you're unable to submit the use case form and receiving an authorization error, this typically indicates an account-level restriction that requires AWS Support intervention. Since you've already opened a support case through the AWS Support Center, that's the correct path forward. Support cases are handled based on your AWS Support plan level, which determines response times.

While your case is being reviewed, you can check your support plan details in the AWS Support Center at https://console.aws.amazon.com/support/ to understand expected response times. If you need faster response times for business-critical issues, you may want to review the available AWS Support plan options.

You can also add any additional relevant information to your existing case through the Support Center, such as confirming you've verified your account information is complete and accurate, which can sometimes help expedite account-level access reviews.

The restriction you're encountering is indeed likely related to account verification requirements for accessing third-party foundation models, and AWS Support will need to review and resolve this for you.
