Unable to connect to Lightsail Instance UPSTREAM_TIMEOUT [514]

I am unable to connect to my lightsail instance (windows server 2019) via RDP so I tried via the console (browser-based RDP client) and I receive the below error:

The remote server has closed the connection because your instance is taking too long to respond. Try again or contact customer support.

What would cause this and is there anything I can do to rectify this. I have tried connecting via an IAM user as well as a root user, same error is received.

Already rebooted the instance and stopped/started it too. Server is running as I can connect to the web service running on the server, just unable to RDP to it.

I recommend checking on your instance CPU and memory usage. You can view this data on the metrics tab of the instance management page. Sometimes, if an instance has too much usage, attempts to connect with SSH may timeout. It may also be worthwhile to double check your networking settings (on the networking tab of the instance management page) and the SSH settings on your instance.
