CloudShell says "Your account verification is in progress" even though my account is verified

My AWS account is fully verified (Customer Verification Status: Verified).

CloudShell worked until 3 days ago. Now it immediately shows:

"Unable to create the environment. Your account verification is in progress."

I have already:

Deleted the CloudShell environment Tried different browsers Tried different networks Verified my account Confirmed EC2 and S3 work normally Checked AWS Health (no issues)

CloudTrail shows:

CreateEnvironment returns Status = CREATING DescribeEnvironments is called GetEnvironmentStatus is called No AccessDenied or permission errors are present

Has anyone experienced this or know how to resolve it?
