How to solve this "Elastic IP address not attached to a running instance per hour on a pro rata basis"

I created an ec2 instance and tried to create an elastic ip for my assignment and after completion I released and disassociated the ip but still Im gettting charge, deleted all the instances created. How should I solve this.

It fixes the following problem. I terminated all my Amazon Elastic Compute Cloud (Amazon EC2) instances, but I'm still billed for Elastic IP addresses. The Amazon EC2 On-Demand pricing page says that Elastic IP addresses are free. I want to know why I was billed.
