The solution is to open a case with AWS Support under "Account and billing".
This error is most likely a problem on your AWS account, so you should contact AWS Support.

If you are using AWS MediaPackage with a new AWS account, you may receive this 'account pending verification' message. This is to prevent fraud, where MediaPackage could be used to deliver streams from unauthorized or unlicensed content.
A possible resolution is to create some small amount of spend with other AWS services. Upload some files to an S3 bucket, create and EC2 instance that runs for a brief period. The account verification will be held until there is validation that illicit usage is not occurring. It may also be released with normal account use in other services.
