CodeMismatchException on ConfirmForgotPassword

I have a cognito user pool that I have enabled a self service forgot password on. When I use adminresetpassword command from Boto3 a code is sent to the user, but when I enter it in I get an CodeMismatchException.

I am using amplify react for the frontend. I have checked and my response does indeed have the correct code from the email.
