Getting Intermittent "Access Denied" Messages Suddenly for A CloudFtont-S3 Distribution

We have been providing download links using signed urls to CloudFront-S3 for years. We are now seeing 50% of the download links returning an "Access Denied" message with no changes to our code. We cannot identify a commonality between the users at this time. Has anything changed or any issues I should know about? I've messaged AWS support with no response in 24 hours. The signed URLs only restrict on start and end time. Start time is set to 30 days in the past and end time is set to one hour in the future. No other restrictions are in place. Again, no changes from a previously working system.
