I just signed up for AWS free tier - email asking for Bills or some other ID sent to unknown / suspicious URL

I received an email that said I am not allowed to use AWS service that was extremely suspiciously formatted (e.g. looks like a phishing scheme asking [(improperly) for more] identifying information when I am neither a business, nor registering for a business account or employee). I think the email asking for Bill or Other Documentation to be sent to some random (not straightforward nor easily identifiable URL / email) looks like a high level phishing scam - and I have reported the email as looking like a phishing scam from a consumer (even business) perspective; I will print a copy of it and send it to friends at the Federal level (snail mail will ensure it gets through, with URL information decoded) to figure out what is going on and if there is some kind of high level scam that blocks ability to access AWS as a new member. I wanted to let you know that for some reason I cannot access AWS, and the blocks do not appear to be legitimate after ensuring Credit Card, Billing Address, Email and Phone numbers were all valid; and I'm concerned about the service being compromised by "bad actors".
