I understand you're experiencing a frustrating situation with an unassigned support case regarding account creation limits in AWS Organizations. Here's what I can help clarify:
For customers on the Basic Support plan, support case response times and availability vary by case type. Account and billing support cases are available to all customers, but response times are not guaranteed and can vary based on case volume and complexity.
The error you're encountering (ConstraintViolationException with ACCOUNT_NUMBER_LIMIT_EXCEEDED) typically indicates you've reached a limit on account creation, which may be different from the standard documented Organizations quota. These limits can include various factors beyond just the total number of accounts in your organization.
Since you're on the Basic Support plan, your options for escalation are limited. However, here are some suggestions:
- Re-open or update your existing case with additional details about your use case and business need for additional accounts
- Consider upgrading to Developer, Business, or Enterprise Support if you need faster response times and the ability to escalate cases
- Check the AWS Support Center to ensure your case details are complete and clearly state the business impact
For customers who need guaranteed response times and technical account management, AWS offers paid support plans (Developer, Business, and Enterprise Support) that include faster response times, technical support, and escalation paths.
Unfortunately, I cannot directly route or escalate support cases, but keeping your case updated with clear business justification and impact may help prioritize it for review.

Thanks for the response. To clarify a few points:
- Upgrading to a paid support plan is not the route I am pursuing — this issue should be resolvable on Basic since it is account-level antifraud, not a technical question.
- The case (177785745700543) already contains complete details on use case, business need and impact, and was updated yesterday with a follow-up reply.
- I am specifically asking for a human AWS engineer or moderator to review the case-routing situation, since the case has been unassigned for 25+ days, which exceeds the typical response window even for Basic plan billing cases.
Any help in flagging the case for human review is appreciated.
