RDS aurora postgresql cluster stuck in modifying for days

After changing replication related parameters in an aurora postgresql db cluster the cluster is stuck in state modifying for days now. I tried to delete it from the console or cli but nothing works.

I have had this before. It required a AWS support ticket for engineers to manually restart the Aurora from the AWS side
