Disabled Lightsail Container still have to pay after 3 months?

I received a billing invoice for $10 and I found it is for the Lightsail container. However, I have disabled the container from March and just leave it. Should I delete the container to avoid further billing? Or billing for a disabled container is incorrect? Where should I ask for the refund?

As noted in the following document, fees will be incurred even if disabled.
To avoid billing, the container must be deleted.

Yes, you are charged according to the power and scale configuration of your container service, even when it is in a disabled state.
