installables of AWS CLI and Eksctl

Hi Team, I use a laptop in resticted network where can't download any of packages for day to day work on AWS EC2/EKS etc. So, request your help where can I download binaries of installables of eksctl, aws cli for windows 10 and for WSL for windows 10 terminals. So that i can install manually and transfer the packages to install and start using the same.

The source code for the AWS CLI is available at the following URL.
https://awscli.amazonaws.com/awscli.tar.gz
Installation from source can be done in the manner described in the following document.
https://docs.aws.amazon.com/cli/latest/userguide/getting-started-source-install.html#source-getting-started-install-reqs

The eksctl is located at the following github.
