This isn't usually possible, but there's no harm in logging a support case just to see if AWS can do it for you https://support.console.aws.amazon.com/support/home#/case/create
If not then you can close that account and open a new account with a different email address (even if it has the same phone number and bills to the same credit card) and on the new account the free tier period will start from scratch.
I‘m afraid but according to Free Tier FAQ[1], it is difficult.
Services with a 12-month Free Tier allow customers to use the product for free up to specified limits for one year from the date the account was activated.

According to free tier terms[1], it seems you cant reset free tier on another account.
The 12 Month Free Tier is only available to new AWS customers
