It is one document that I personally keep referring to for advanced use cases likes yours.

The section named "Operations tooling account(s)" is the most specifically related to your question. Additionally, I would suggest you to have a look at CloudWatch dashboards, Quicksight and Amazon Managed Service for Grafana before entering into custom developments from scratch: you will find lots of pre-baked features that will minimize your time to deployment of this monitoring.
