I'm a new AWS customer hoping for help getting a stuck Billing case reviewed.
My account was accessed by someone else from foreign datacenter/VPN IP addresses and used to run up around USD 2,800 in charges over a few days — almost entirely Amazon Lightsail outbound data-transfer overage. CloudTrail shows the resource-creating actions came through the root login from IP addresses in other countries, not from my own connection.
I've since deleted all resources across every region, secured the account (new password and MFA), and confirmed nothing is running (daily cost is back to $0). I opened a Billing case requesting a waiver of the unauthorized charges, but it has been about a month with no response and the case appears unassigned.
My questions: how can I get a stuck Billing case reviewed or assigned, and is there anything else I should do to have unauthorized charges like these considered for a waiver?

It’s become less and less common these billing cases get waived for incompetence in securing an account. Be prepared to pay for it.
