I apologize for the frustration this has caused. Since you mentioned it is a VPC setup as part of a RDS instance, I would bet the charges are for a IPv4 address. You can read the details here:

Is there any way to remove the IPv4 charge from now onwards? Also, since RDS comes with a VPC and the VPC comes with an IPv4, does this mean I can't create an RDS instance free of charge under the free tier?
