Have you actually removed the RDP software, or just disabled it? If you've disabled it then you may be able to Enable Remote Desktop on an EC2 instance with remote registry https://docs.aws.amazon.com/AWSEC2/latest/WindowsGuide/troubleshoot-connect-windows-instance.html#troubleshooting-windows-rdp-remote-registry
If this doesn't work for yout then further up the same page, look at the options in https://docs.aws.amazon.com/AWSEC2/latest/WindowsGuide/troubleshoot-connect-windows-instance.html#Troubleshooting-Remote-Desktop-Connection-issues-using-AWS-Systems-Manager

Thanks for the quick reply. That key was already 0. I believe I went through Server Manager > Add Roles & Features > Server Roles and disabled/unchecked either/or/both Remote Access | Remote Desktop Services
