Moving resources between AWS accounts

We have a number of EC2 Linux instances running in a legacy AWS Account in a different OU. Our plan is to create a Linux AMI, and move those to a new OU/AWS Account. VPCs, and Security Groups have been replicated to the new AWS Account.

(1) What's the recommended method to move these instances? (2) Some of them have elastic IPs; can they be retained?

Your method of moving the instances is correct - you create a snapshot of the existing instance; convert it to an AMI; share it with the new account.

Elastic IP addresses can be moved between accounts. You will need to create a support ticket in both accounts for the request.
