Create a separate ENI, license to the MAC of that ENI, and then attach to the instance. See: https://aws.amazon.com/blogs/aws/new-elastic-network-interfaces-in-the-virtual-private-cloud/

In order to keep the MAC address fixated, we can use the Elastic Network Interface. Attaching the ENI should allow us to keep the MAC address permanently. In addition, disable the "Delete on instance termination" option with the ENI and this will keep the MAC address constant.
