Has anyone with an AWS India (AISPL) account successfully subscribed to Anthropic Claude on Amazon Bedrock using AWS Activate credits?

1

I'm an AWS Activate startup founder using an AWS India (AISPL) account with $1000 AWS Activate credits.

I'm trying to access Anthropic Claude models through Amazon Bedrock, but the Marketplace subscription step fails with the following error:

INVALID_PAYMENT_INSTRUMENT: A valid payment instrument must be provided. Your AWS Marketplace subscription for this model cannot be completed at this time.

My setup:

. AWS India (AISPL) account . AWS Activate credits active ($1000) . Valid Visa debit card added and verified . No billing issues on the account . Attempting to subscribe to Anthropic Claude models through Amazon Bedrock

I understand that AWS Activate credits can be used for eligible Amazon Bedrock usage, including certain third-party models. However, it appears that the AWS Marketplace subscription workflow is failing before usage can begin.

My questions are:

  1. Has anyone with an AISPL account successfully subscribed to Anthropic Claude models on Amazon Bedrock?
  2. Were AWS Activate credits applied successfully for Claude usage?
  3. Is there a known AISPL restriction related to AWS Marketplace subscriptions for Anthropic models?
  4. Was any alternative billing arrangement (invoice-based billing, account review, etc.) required?
  5. Is there an AWS-documented workaround for AISPL customers?

Any experiences from AWS staff, startup founders, or AISPL customers would be greatly appreciated. I have also opened an support ticket for this issue but still havent received any reply there

Thank you.

Based on the information available about Amazon Bedrock and Anthropic Claude models, I can provide some context about how these models work with AWS Marketplace subscriptions, though I don't have specific information about AISPL account experiences or AWS Activate credit compatibility with Anthropic models.

When you invoke an Anthropic Claude model in Amazon Bedrock for the first time, Amazon Bedrock automatically initiates an AWS Marketplace subscription. This subscription is created at the account level on the first invocation. For this automatic subscription to succeed, the IAM role making the request must have the required AWS Marketplace permissions (aws-marketplace:ViewSubscriptions and aws-marketplace:Subscribe).

The error you're encountering ("INVALID_PAYMENT_INSTRUMENT") suggests the subscription process is failing at the payment validation stage, which is separate from the IAM permissions issue. This could indicate a specific constraint with how AWS Marketplace subscriptions interact with AISPL accounts or AWS Activate credits.

Regarding your specific questions about AISPL accounts and AWS Activate credits with Anthropic models, I don't have documented information confirming whether:

  • AISPL accounts have specific restrictions for AWS Marketplace subscriptions to Anthropic models
  • AWS Activate credits are automatically applied to Anthropic Claude usage through AWS Marketplace
  • Alternative billing arrangements are available for AISPL customers

Since you've already opened a support case, that's the appropriate channel for resolving this issue. The AWS Support team will have access to your specific account configuration and can investigate the payment instrument validation failure in the context of your AISPL account and AWS Activate credits. They can also clarify whether any special arrangements or account configurations are needed for AISPL customers to access Anthropic models through Amazon Bedrock.

For your support case, you may want to ensure you've included all the details you've shared here, particularly the specific error message and your account type (AISPL with AWS Activate credits).
