Can we trigger cloudwatch alarm immediately when there is a breach in the system i.e. immediately after publishing the metrics.

Consider that there is a breach in data point at 11:01:00, then can we raise an alarm at 11:01:01 or < 11:01:05 so that we are notified immediately?

Is this possible with cloudwatch?

Hi, the minimum alarm evaluation delay is every 10 seconds. You may also incur a few seconds delay for the data to become available to the alarm, so you can't get an alarm within just 1 or 5 seconds - can you please explain the use case and your need for a near-second alarm?
